Sectors of Focus

During the four-year extension period of the project, POP will respond to Chinese government requests for technical expertise to support reforms related to the current priorities of CIDA’s China Program: ethnic minority rights, labour rights and rule of law.

Ethnic Minority Rights: POP will support sub-projects which promote the participation of ethnic minorities in decisions related to the development of their communities, with an emphasis on measures to protect ethnic minority languages and cultural heritage.

Labour Rights: POP will support sub-projects which promote labour rights of migrant workers with a focus on preventing labour exploitation, improving working conditions and resolving workplace disputes.

Rule of Law: POP will support sub-projects which improve access to legal services for marginalized groups, and strengthen the capacity of legal professionals to guarantee due process of law.

Although environmental sustainability will not be an area of focus during the extension phase, proposals can include relevant environmental issues, such as environmental reforms pertaining to ethnic minority community development and occupational health and safety reforms for migrant workers.

All POP programming related to the above priorities must focus on marginalized groups (i.e., migrant workers and ethnic minorities).  To achieve tangible results for these marginalized groups, priority will be given to POP proposals that emphasize the implementation of reforms lead by sub-national agencies, including provinces, municipalities and ethnic autonomous regions.
